Ordering Process (error in shipping area)

When closing an order in the shopping cart, after filling in the customer’s address and telephone number, then you click ‘continue’ then an pop up comes on that says something like “shipping type 14 is NOT VALID, blah blah blah”…why is this happening? Customers getting frustrated and discontinue shopping altogether.

Anyone having similar issues with processing order/shopping cart area?
